Two New Policies for SCYSA Games

 

The South Carolina Youth Soccer Association (SCYSA) has announced the following two policy changes effective with the Fall Season of 2006:

The old “Red Card Tracking Form” has been eliminated. For many years, coaches in league games were required to bring their “Red Card Tracking Form” to each game, get it signed by the opposing coach, and, after the game, get it signed by the Referee. This was a useful tool to be sure that players served any needed suspensions from receiving Red Cards in games, but it was often difficult for the Referee to sign the Form, especially after significant incidents in the game.

The new policy eliminates the need for the “Red Card Tracking Form”, and replaces it with the “SCYSA Red Card/Ejection Notice”. This form is submitted by the Coach directly to the SCYSA State Office, thereby eliminating the need for a signature by the referee or the opposing coach. It is possible that coaches or other bench personnel will ask Referees the reason for issuing a Red Card. These requests should be handled professionally by the Referee giving one of the seven USSF reasons listed in Law 12.

Referees are reminded that this change in SCYSA policy does not eliminate the need for Referee Match Reports. In fact, it is just as important that Referees report all Red Cards, Serious Injuries, and Major Incidents within 48 hours of the match for all South Carolina Youth Soccer Association (SCYSA) and South Carolina Adult Soccer Association (SCASA) matches. This includes all League Matches, all Tournament Matches, all Friendly Matches, and all Cup Matches. Failure to file Match Reports when required could subject Referees to Administrative penalties, fines, or suspensions. 

The second new policy concerns checking Player Passes prior to games. Effective immediately, SCYSA requires Referees to check Player Passes prior to each game in which each side can play with eleven players. If the SCYSA game you are refereeing plays eleven-a-side, check Player Passes and do not allow any players or coaches to participate without a Pass. Separate League Rules may require checking Player Passes for Small-Sided Games also, but they are not addressed in the new SCYSA Policy. Check with League Rules in your area if you officiate in Small-Sided Games.
