Web-Based Referee Match Report Revisited

In August of 2006, the South Carolina Referee Association published on our web site a new Web-Based Referee Match Report to help ensure compliance with our mandate to provide a report for significant events occurring in sanctioned soccer matches within South Carolina. The new method is intended to make it easier for referees to complete the match report. It has worked well and, while we applaud the efforts of all referees who have used this new reporting mechanism, we must remind all referees that it is available, and REQUIRED whenever any of the following occur:

1. a serious injury to any person,
2. any player sent off (red card),
3. any coach or other bench personnel expelled,
4. any other major incident.    

In reviewing the web-based Match Reports for the past few weeks, we have noticed a few things that referees need to be a bit more vigilant in handling. These items are expressed below.

1. There are only 7 reasons for issuing a yellow card and 7 reasons for issuing a red card to a player. Please review these reasons in your Laws of the Game Book under Law 12. While you can (and should) provide additional information as to the circumstances surrounding any player sent off, one of the seven reasons for the card must be noted.

2. Bench personnel (coaches, assistant coaches, managers, etc) are not shown cards. Law 5 states that referees have the power and duty to “take action against team officials who fail to conduct themselves in a responsible manner”. Expulsion from the field of play should be a referee’s last option when dealing with bench personnel. Should the Referee be required to expel any bench personnel, the Match Report must provide an accurate and complete description of the irresponsible behavior which led to the expulsion.

3. All Match Reports must be complete. We expect to see all items requested. This includes the names of the other officials working the match, as well as the referee’s contact information.

4. According to USSF Policy, Misconduct Reports must be filed within 48 hours of the match. Please make every effort possible to fulfill this requirement.
