SCASA Player Pass Policy 2007/2008
August 31, 2007

To: All Referees working South Carolina Amateur Soccer Association Games

From: Fred Bieber, State Referee Administrator - South Carolina

Following is the official SCASA policy on checking player passes prior to each SCASA game.

To insure that players and officials are covered by the USASA and the USSF referee liability policies, only properly registered players should be allowed to play in league and sanctioned tournament games.  Referees at all sanctioned adult soccer matches in all affiliated leagues in all seasons must check that each player participating is properly registered for his/her team for the current seasonal year.  This normally means that one of the game referees will check the front (for face identification) and back (for team and season verification) of each player’s card as that player presents himself to the referee with his card.

At times when newly registered players have not yet received their cards, or in the unusual event that a registered player does not have his card at a game, the referee, as by that league’s policy, may allow the player to play if the player shows a photo ID, as a driver’s license, and a current-season SCASA-certified team roster that includes that player.  The referee must note any such player card exception on a game report that is sent to the league administrator and file a game report using our web-based Match Reporting System for any player not listed on the certified roster within 48 hours of the incident.  A report will note the player’s first and last name as well as DOB.  Any player found playing while not officially registered, and any team rep allowing such participation, will face disciplinary action by SCASA and the league.
